Students planning to request any non-SDSU international activity should make sure to submit a petition in advance to request permission to participate for the purpose of fulfilling SDSU credit or international experience requirements. Any petitions is potentially approved will be required to be covered under the California State University Mandated Foreign Travel Insurance Program plan.

An Overview of the Petition Process:
If you are interested in an internship opportunity that does not appear in Aztecs Abroad database and you plan to obtain to transfer credit to SDSU or to fulfill an international experience requirement, you have the option to submit a petition for special consideration for an internship of your choice. Be prepared justify why an existing approved option, especially if already available in the same location, does not best meet your needs and goals. Some possible reasons why a petition might be approved include access to different or more flexible start and end dates, more varied language levels, GPA requirements, a significant cost difference, or more specialize or varied academic placements. An approved petition for one student, does not mean that an option is approved for all students; approval is only applied to the specific individual and case.
Students must also complete the external application through the independent program provider (third-party organization). Visit the Provider Provider or Host University website for information on how to apply. We recommend that you do not pay any non-refundable fees until you confirm if your petition submission may be approved. However, if you chose to move forward and your petition is denied, you will be responsible for any non-refundable fees issued by the host internship program provider, where applicable.
When you submit the preliminary petition application in Aztecs Abroad, the Study Abroad office will review your request. If your petition is approved by the review committee, study abroad staff will update your Aztecs Abroad application status and you will gain access to the Post-Decision steps required to complete your final approval. This will include the SDSU Academic Approval Form for academic credit confirmation and may also require initiation of a Service Learning Agreement with your department and the internship provider, or with the ISC and the internship provider. The Academic Approval Form will need to be taken to your academic advisor and/or internship coordinator to get pre-approval for you your study plan.
According to CSU Executive Order 1081, SDSU students may only participate on university approved independent programs. However, if you have identified a program that does not appear in the Aztecs Abroad database, you have the option to submit a petition for special consideration. All petitions will be reviewed by relevant SDSU staff and must be submitted by the appropriate deadlines.
Submission of a petition does not guarantee approval. The final review provides the details needed to confirm approval by members of the review committee and study abroad office staff. Any petition approval granted is for the individual applicant only and does not indicate the likelihood of approval for any future applicants petitioning the same option. Petitions are reviewed on a case-by-case basis.
General information to consider for independent programs:
Review time line
- Program must be through an accredited institution or degree-granting institution recognized by the host country Ministry of Education or the U.S. Department of Education
- SDSU requires an official transcript from the accredited school of record (academic reports from the program provider will not be accepted)
- Credit must be posted on the school of record transcript as their resident credit (cannot be posted on their transcript as transfer credit)
- The school of record transcript must be sent unopened and directly from the host university or school of record on to the appropriate address for SDSU Enrollment Services.
- All credit earned on the independent program is considered "transfer credit" at SDSU
- All program fees are paid directly to program provider organization or host institution
- Financial aid may be applicable depending on accreditation of host university. Not all types of aid may be used for independent program as payments are not made to SDSU.
- Academic and language eligibility requirements vary by program
- Students must also complete a separate application and be admitted by the program provider or host institution, independent of SDSU.
Under normal conditions students should typically expect an official response about their petition by the end of the following month of an open review cycle (4 to 6 weeks)*.
*Due to the large volume of petition applications, petition review may take from 6 - 8 weeks.
If you have not yet met with a study abroad advisor at the International Student Center to review options that are already pre-approved, we recommend that you start by considering one of the more than 600 options already pre-approved and listed in the database.

Between June 1 - July 15th every summer we will have the application portal closed to allow for updates and training.
We will plan to add the above requested information directly into to the application process.
Petition Review Cycles:
- Contact 1: The name and contact of the person with whom you are coordinating the internship experience.
- Contact 2: The name, phone number, and email of your academic advisor and/or of your internship coordinator at SDSU
- Sample Syllabus: If the internship already has credit options via the provider, make sure to request copy of the syllabus.
- Sample Transcript: A sample transcript from the host program school of record or host university (if applicable). If a copy is not available, request the name and email of a person who can address academic matters.
- Emergency Response Plan Copy or Link. At a minimum, this should include information about steps the provider/host takes to address health and safety for participants, as well as emergency contact information for the program and/or host campus.
Once a petition is submitted, it will be reviewed in the order by which it is received and priority is given as per the timelines below:

Exceptions to the deadlines are extremely limited and will only be considered by academic referral & support from the Internship Coordinator and/or International Coordinator
from your college, department or graduate program. A referral does not guarantee that a program will be able to reviewed or that it will be approved. Students should have a clear and valid reason for not selecting from a program already in the database, including other SDSU and independent options that have already undergone a thorough review process for pre-approval and are listed in the Aztecs Abroad database.
CSU-MANDATED FOREIGN TRAVEL INSURANCE PROGRAM (FTIP) REQUIREMENT
All students registered in the Aztecs Abroad Database who are finalized as approved, committed status participants will be automatically enrolled in the CSU-mandated Foreign Travel Insurance Program (FTIP)
, typically about 30 days prior to departure. Enrollment in this plan is mandated to address emergency travel assistance and health matters while abroad. Students do not need to take any additional steps to receive this insurance. You will not need to fill out any special forms for enrollment. As you complete all of the required steps in Aztecs Abroad to confirm your participation, you will receive an email from the ISC's Study Abroad Office confirming your FTIP enrollment and expected billing date. Some countries noted on the CSU High Hazardous Country List
may have additional premiums. All confirmed participants will also receive an FTIP Travel Assistance ID card PDF document. Details about coverage, including the policy number, can be found via the SDSU Risk Management website
. This information will also be included in an enrollment confirmation email. The CSU approves travel for students going to destinations with travel advisories set to level 1 or 2. If you are requesting to travel to a country with a travel advisory set to level 3, as as listed on the U.S. Department of State website, your travel plans will need to be evaluated by the Risk Management Office and signed by the SDSU President for final clearance. In certain cases, participants may need to be reassigned to alternate locations.
